Summary

This book presents a theory of policing that explains the choices democratic societies have to make to create truly efficient police forces. Are the police doing what they should? If not, what are the possibilities for improvement? In particular, it presents options for the future – what are the advantages and disadvantages of continuing as we are or of pressing forward in different ways? The author provides a systematic assessment of the ineffectiveness of the police institution as a whole in preventing crime, based on his research in Australia, Canada, Great Britain, Japan, and the United States. He describes the procedures followed by police forces to prevent crime, with emphasis on whether police forces have enough resources and how decisions about resource allocations are made. The organizational structure and culture of the police forces and their impact on the ability of police officers to respond creatively to new challenges are examined. Concluding that the total reliance on law enforcement to prevent crime is unwise, the author outlines an alternative three-tiered system of community-based policing.
