Summary

The success of an administrative tool like decentralization is helped by the presence of certain key political and administrative factors. These indicate to what degree a government is committed to decentralization, and how effective its operationalization might be. In order to examine the commitment to decentralization that had been made by Egypt and Israel, an investigation was made into the presence or absence of these factors. Information was collected which related to the government, and to two programs said to exemplify decentralization in Egypt and Israel. The main method used to collect data was extensive interviewing in the two countries, supplemented by the review of relevant documentation, mainly program evaluations and studies. The results of the study showed that the overall commitment to decentralization is greater in Egypt, largely because of the structural support which comes from the national level. However, it was also found that one critical component of decentralization, citizen participation, was a major characteristic of decentralization in Israel. It was determined that the strategies used for decentralization in the two countries were markedly different. Several conclusions were drawn from this comparative study among them the importance of considering the larger political social, cultural and economic contexts when employing a strategy like decentralization in other countries.
